Hate Crimes Decline In Canada, But ...
Thursday, May 14, 2009
Have hate crimes gone down? Well, according to a new report: they have. However some ethnoracial groups are witnessing more discrimination.
The study was issued by Statistics Canada. They found that while victims of hate-motivated crime reported 892 incidents in 2006, those numbers fell below 800 the following year. Stats-Can reports almost two thirds of hate crimes are committed for ‘race and ethnicity’ reasons while about a quarter of crimes are motivated by religion.
While Blacks continue to be targeted most often -- 33 percent report being victims of hate crime -- the overall number of such incidents declined. Meanwhile, there were fewer incidents against Arabs and West Asians. But South Asians, East and South-east Asians, and Caucasians reported an increase in hate-motivated crime.
Which brings up an interesting phenomenon: race-related hate crimes no longer follow the “White/Non-White” dynamic Canadians used to see in the past. Dr. Sandeep Agrawal of Ryerson University says as demographics change, people sometimes bring old grievances from the countries of their origin, which manifest themselves as hate crimes between cultures. He cites South Asians committing hate crimes against Chinese, and vice-versa. Agrawal also mentions global events: he believes some people get influenced by what they see around the world, and how the media portrays what they see around world.
But here’s a caveat: despite the rise in racially-motivated hate crimes against certain groups, experts will tell you that such crimes are not pervasive in Canada. Still, in order to move forward, experts like Sandeep Agrawal suggest the country needs to change its view of “Multiculturalism” – wherein different groups are encouraged to celebrate their respective heritages – and move towards a sense of “Interculturalism”, where different cultures exchange ideas and learn from one another.
